Amendment THAT the Plan BE AMENDED by adding the following to the preamble: "Brantford’s downtown, as well as urban centres throughout southern Ontario and many other Canadian urban centres, are experiencing significant issues related to homelessness, drug use, social disorder and criminal activity. These issues have a long term impact on the vitality of city centres by discouraging business investment, student enrolment, tourism and participation in events and festivals."
