Recommendation A. THAT report 2021-86, entitled City Council Governance and Employment Status Review and Ward Boundary Review - Phase One, BE RECEIVED; and B. THAT staff BE DIRECTED to proceed with Phase Two of the project with the following Phase One Governance and Employment Status conditions: 3 i. Ward Governance model with two-Councillor per ward; ii. Part-time Councillor and Full-time Mayor employment status; and iii. Council membership of 11 (Mayor plus 2 Councillors elected for each of the 5 Wards); and C. THAT staff BE DIRECTED to proceed with a single review noted as Phase Three Council Remuneration, completed with the Compensation Review for Exempt Positions upon the completion of the Phase Two report. A separate vote for each Clause was requested.
